[data-shapes] Pull Request: Update SHACL-AF to current reSpec.

afs has just submitted a new pull request for https://github.com/w3c/data-shapes:

This is PR updates from `respec-w3c-common`, which is out-of-date, to `respec-w3c`.

Fixes warnings about normative references in informative sections.
Tweaked`respecConfig`.

There are 2 errors causes by no recognized group name.
"data-shapes" is not listed in the group database https://respec.org/w3c/groups/
("shacl" is the CG).

7 warnings about definitions with no links to it. Ignored.

`prepareSyntaxRules` has a syntax error - the PR comments the preprocess step out.
